About RCK Enviromental Services

RCK Environmental Services, LLC is a veteran-owned small business specializing in environmental conservation and compliance. Our expertise encompasses environmental planning (typically through the National Environmental Policy Act), biological assessments, encroachment studies, natural resources management, aircraft noise studies, air installations compatible use zone (AICUZ) studies, and threatened and endangered species management.

Including the Air Force Research Laboratory (AFRL) Environmental Noise Program and the Air Force Center for Environmental Excellence (AFCEE; now the Air Force Civil Engineer Center [AFCEC]) Natural and Cultural Resources.

RCKES’ Principal Scientist is Cheryl Quaine. Cheryl has over 20 years’ experience, including four years in government service with both the US Navy and National Marine Fisheries Service. She has a broad range of environmental conservation and compliance experience, including NEPA documentation, endangered species section 7 consultations, marine resources assessments, essential fish habitat assessments, and coast zone management assessments (CZMA compliance)

Robert Kull

Owner and Founder

While serving the Air Force, Robert's assignments included being a member of the Bird Aircraft Strike Hazard (BASH) Team, Program Manager of the Noise and Sonic Boom Impact Technology (NSBIT) Advanced Development Program Office, Chief of the Environmental Noise Branch, and Chief for AFCEE’s Resource Conservation Division. He was responsible for developing some of the largest aircraft noise studies ever done on wildlife species, including peregrine falcons, caribou, bighorn sheep, pronghorn, pregnant horses, dairy cows, turkeys, chickens, ratites, and desert tortoise. As a program manager, Robert has successfully managed several large EISs, Range Complex Management Plans, Air Installations Compatible Use Zones Studies, Biological Assessments, and sonic boom effects studies.

Cheryl Quaine

Principal Scientist

Cheryl is well versed in the requirements of wildlife regulations like the Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), the Migratory Bird Treaty Act, and the Coastal Zone Management Act (CZMA). She also has experience with the compliance requirements of the Clean Air Act (CAA), Clean Water Act (CWA), and Resource Conservation and Recovery Act (RCRA). Ms. Quaine has authored many sections of environmental planning documents including soils, water quality, hydrology/floodplains, hazardous materials/waste, coastal processes, vegetation, habitats, wildlife, essential fish habitat, public health/safety, and socioeconomics. She has surveyed coral reefs, seagrasses, and Essential Fish Habitat in Puerto Rico and Cuba for the Navy; studied noise effects on animals; and bird migration with radar.
