What We Do

Environmental Assessments (NEPA)

National Environmental Policy Act (NEPA) documents like Environmental Assessments are designed to help public officials make decisions that are based on an understanding of the human and physical environmental consequences of the proposed project in order to take actions, in the location and design of the project, that protect, restore, and enhance the environment. RCKES can draft your NEPA document or partner with other contractors to draft a large EIS to use their unique specialties.

Land Use Compatibility Assessments

The Land Use Compatibility Assessment identifies how land use compatibility issues may be addressed by Department of Defense and municipalities during a development proposal. The goal of land use compatibility is to minimize adverse effects of “industrial, transportation and utility” uses that emit noise and vibration, odor, hazardous air emissions on sensitive areas.

Environmental Noise Assessments

An Environmental Noise Assessment is the summary of environmental noise caused by transport, industrial and recreational activities and their effects on communities, wildlife, and/or structures.

Essential Fish Habitat (EFH) Assessments

The 1996 amendments to the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act) require that EFH consultation be conducted for any activity that may adversely affect important habitats of Federally managed marine and anadromous fish species. EFH is defined as “those waters and substrate necessary to fish for spawning, breeding, feeding, or growth to maturity”. RCKES can prepare EFH assessments as part of the required coordination with the National Oceanic and Atmospheric Administration, National Marine Fisheries Service (NMFS) when a proposed activity has the potential to impact EFH.

Bird Aircraft Strike Hazard (BASH)

RCKES can provide consulting services for bird and other wildlife hazards to aircraft.  We can assist in addressing nuisance wildlife issues around an airfield with the goal of providing for the preservation of flight safety.

Integrated Natural Resource Management Plans (INRMP)

INRMPs are based on ecosystem management principles. INRMPs provide for the management of natural resources, including fish, wildlife, plants and habitats allow multipurpose uses of resources, and provide public access necessary and appropriate for those uses, without any net loss in the capability of an installation to fulfill its mission.

Biological Assessments

Biological Assessments (BA) may serve multiple purposes, but the primary role is to document a federal agency’s conclusions and their supporting rationale regarding the effects of their proposed actions on species protected under the Endangered Species Act (ESA). These documents are submitted as part of a Section 7 consultation. RCKES has experience working directly with federal and state regulators on behalf of the consultant agency.
